Job Description Summary:

The School of Medicine and Health Sciences at George Washington University is seeking a Research Fiscal Administrator for the Health Sciences Division. This position will oversee the operational, budgeting, financial and human resources functions for Health Sciences grants and contracts. Reporting to the Financial Director, Health Sciences, the Research Fiscal Administrator facilitates and supports the work of the division’s department chairs, faculty and their staff members in order to advance Health Sciences, SMHS and GW’s education and research mission.

Responsibilities include:

Oversees post-award functions on behalf of members of the division and facilitates the management of awarded projects including day-to-day administration in support of grant activities, annual progress reports, project closeouts, etc.

Maintains continual contact with PIs, OVPR and the Grants and Contracts Office (GCAS) and others concerning financial matters related to the projects.

Provides division program support through the creation, implementation and maintenance of central files, dashboards and other related documentation and proposal records.

Serves as the primary contact to grant and contract funders/subcontractors.

Provides accurate, timely and professional post-award administrative support services to faculty and staff in the assigned units. This includes procurement of goods and services, consultant agreements, service agreements, travel requests, honorariums, expense reports, research subject payments, journal entries, etc.

Coordinates all personnel activities in conjunction with grants and contracts, including personnel records, hires and terminations, semi-annual effort reporting process, faculty and staff salary projections, and timely allocations of salaries to appropriate cost centers.

Ensures all research and contract staff is adhering to university policies and procedures.

Provides varied administrative and office support duties to include event planning, meeting scheduling and other logistics tasks.

Monitors and oversees post award, payroll and operational expense budgets to include maintenance and monthly reconciliation of grant transactions to ensure they are properly recorded to the appropriate cost center and that all required source documentation and approvals are on file. Reviews and approves expenses against the approved budget and SMHS, University and Federal policies, procedures, and guidelines.

Manages annual operating or period of performance budgets in conjunction with the Finance Director related to grant funds, subcontracts, and other contracts.

Prepares reports for Health Sciences, SMHS, University, and funding agencies both federal and non-federal awards.

Assists division faculty with pre-awards functions, when needed. This includes preparing proposal budgets, gathering application documents and ensuring timelines and are met.

Enhances professional knowledge and skills by attending seminars/workshops and reviewing published literature.

Performs other work related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

Minimum Qualifications:

Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 2 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Attention to detail and the ability to multitask and to work independently and in a team setting are essential in this position.

Previous research administrative experience in academic institutions is desirable.

Ability to effectively interpret federal, state, university and sponsor-specific guidelines, policies and procedures.

Demonstrated ability to build and maintain professional relationships both interior and exterior to the organization.

Strong interpersonal and customer service skills.
